Man charged with 1996 murder of 15-year-old girl | News
FREDERICK, Md. (WUSA9) -- A man living in Kansas City has been charged with the murder of a 15-year-old girl nearly 20 years after her body was found in Frederick, police announced Monday.
Lloyd Harris, 52, is also accused of raping Stacy Lynn Hoffmaster before police say he killed her and disposed of her body in 1996. On Thursday, officers from Frederick traveled to Kansas City and charged Harris with first-degree murder.
Hoffmaster's body was found on December 23, 1996, under a moving blanket in a wooded area almost four months after she was first reported missing. An autopsy found that Hoffmaster was choked to death.
According to police, Harris, who was 33-years-old at the time of the murder, and Hoffmaster were familiar with each other and Harris was living near the wooded area where Hoffmaster's body was found.
Harris' arrest comes almost a year after Frederick police named Detective Kevin Forrest as the primary investigator for Hoffmaster's death. Since Forrest took over the investigation, police say they reinterviewed several witnesses and retired Frederick police officers who were involved in the original investigation.
On January 22, 2016, the Frederick County State's Attorney's Office presented the case to a Grand Jury, who handed down an indictment charging Harris with Hoffmaster's murder.

On Thursday, six days after the indictment was handed down, Frederick detectives traveled to Kansas City and arrested Harris.
In addition to the first-degree murder charge, Harris has been charged with first-degree rape and third-degree sex offense.
