FCPS Announces Elementary Principal Changes

The following information was sent to us by Dian Nelson: Several elementary schools in Frederick County will have new principals starting July 1. Changes are as follows, alphabetically by school.

  • Ballenger Creek will welcome Principal Stephanie Brown, who is transferring from Walkersville.  Current Ballenger Creek Principal Karine Myers is transferring to Central Office to work as a teacher specialist.
  • Kemptown Principal Steve Parsons is transferring to Middletown Elementary.  A replacement principal has not yet been determined for Kemptown.
  • Lewistown will welcome Principal Shirley Olsen, who is promoted from assistant principal at Whittier. Current Lewistown Principal Amy Schwiegerath is transferring to Whittier Elementary.
  • Liberty will welcome Principal Angela Corrigan, who is promoted from assistant principal at North Frederick. Liberty’s current Principal Jerry DeGrange is retiring. 
  • Middletown will welcome Principal Steve Parsons, who is transferring from Kemptown. Current Middletown Principal Suzanne O’Toole is retiring.
  • Valley Principal Tess Blumenthal is transferring to Walkersville Elementary.  A replacement principal has not yet been determined.
  • Walkersville will welcome Principal Tess Blumenthal, who is transferring from Valley. Current Walkersville Principal Stephanie Brown is transferring to Ballenger Creek.
  • Whittier will welcome Principal Amy Schwiegerath, who is transferring from Lewistown.
  • Wolfsville will welcome Principal John Festerman, who is transferring from Whittier. Current Wolfsville Principal Lynnea Richards is retiring

Angela Corrigan began her career with FCPS in 2000 as a fourth grade teacher at Valley Elementary. In 2004 she transferred to teach second grade at Tuscarora Elementary. The following year she was promoted to assistant principal and served in that capacity at Oakdale Elementary until 2007 when she transferred to North Frederick. Ms. Corrigan earned a B.A. degree in elementary education in 2000 from Glenville State College in WV and M.S. degree in educational leadership in 2006 from Hood College.  She also completed Administrator certification.

Shirley Olsen was hired to teach special education pre-kindergarten at Valley Elementary in 1976. She moved to Howard County and later to Monroe, NY, where she taught special education in each district. She returned to FCPS in 1990, teaching special education at West Frederick Middle. She continued to teach special education at Thurmont Elementary and later Glade Elementary until 2000 when Whittier Elementary recruited her to teach second grade. From 2005-2009 Ms. Olsen served as FCPS special education teacher specialist and in 2009 was promoted to assistant principal back at Whittier Elementary.  She earned a B.S. degree in special education in 1975 from East Carolina University in Greenville, TN, and Master of Education degree in 1999 from Mount St. Mary’s College, Emmitsburg. In 2007 she obtained Administration and Supervision certification from Johns Hopkins University in Columbia, MD. In addition, Ms. Olsen is a National Board Certified teacher.
